Project Description
Project assumes that the concessionaire will construct two sections: Karuše – Ozimica and Ozimica – Poprikuše (green field) of the total length 38.77 km and take over the sections currently under traffic and section currently under construction. Concession length is planned to be 30 years (2019-2048), where concessionaire would construct in the period 2020 – 2023 (4 years) and operate it from 2020-2049 meaning that during the 4 years of construction, concessionaire will already be collecting tolls from the rest of the constructed sections. In exchange for collecting and keeping toll revenue, concessionaire would have responsibility to design, finance, build, operate and maintain the motorway greenfield part. The concessionaire would take over the stuff currently employed on toll collection on the sections under traffic. The motorway would be owned by FBiH at all times; after concession ends, the motorway would be turned over to the Government free of charge. The Government would provide a minimum revenue guarantee (MRG) to partially protect the concessionaire from the traffic risk. If actual toll revenue is smaller then the guaranteed revenue, the Government would pay the difference from a pre-established escorow account.
