The Welsh Government has prioritised its commitment to bring the school and college estate into 21st Century standard - via both revenue and capital funding - the 21st Century Schools Programme. This PPP revenue funded project forms part of the wider Programme for the second phase (Band B). PPP sites are yet to be identified but will likely be located across Wales and involve new build school and college facilities. Band B will be operational from 2019-24.
Band B (revenue) is part of a £1bn PPP pipeline announced in 2014. Whilst some of the details are subject to further clarification, the public sector is seeking to finance a PPP scheme and is adopting a standardized approach to the development, assurance and procurement of the PPP pipeline, with a standard form Project Agreement at its center. Payment for the PPP scheme will be made by the public authority to the Special Purpose Vehicle over a period of 25 years via a Unitary Charge.
Form of project announcement
The investment is to ensure that the educational estate in Wales has the right size facilities in the right location of the right size to meet pupil demand and which are equipped to deliver the curriculum, but also to maintain schools and colleges to an appropriate standard. The Programme will help to remove schools/colleges in poor physical condition. Approx. 30% of schools in Wales (inc. nursery, primary and secondary) currently fall into the lower two categories of condition for the school estate (C &D). Both categories are considered to require improvement. The Band A Programme has built, refurbished and remodelled around 150 schools/colleges in Wales within these categories. Band B will continue this investment, providing suitable learning environments and to enable education policies to be achieved. The backlog maintenance and existing capital budget is insufficient to improve the poor condition estate at the required pace; thus a revenue funded scheme to expedite this capital improvement Programme is necessary. The revenue funding will also fund a maintenance service for 25yrs to keep the school/college buildings in good condition to avoid future backlog maintenance cost.
Band B will involve a PPP and capital element.
