The priority of these projects is justified by the lack of infrastructure and management in some airports aggravated by the scarcity of budgetary resources to guarantee the provision of quality services to the population.
The concessions will be bid by players such as airport operators, financial investors and other stakeholders. The basic premise will be the requirement of investments compatible with the established service levels, which will portray the effective needs of the users over the effective term of the contract.

Form of project announcement
The objectives of the concession to the private initiative are to:
a) the investments amounting to BRL 4.6 billion necessary to improve the quality of the infrastructure;
b) optimize the provision of services to society;
c) exempt the State from the financial and administrative obligations arising from the operation of the terminals.
The concession of these airport terminals is in line with the purposes of the National Privatization Plan (PND) of the General Grant Plan (PGO) and the National Civil Aviation Policy (PNAC).
The Program in the airport sector aims to provide quality investments. The improvement in service delivery has been noticed since the first round of airport concessions in 2011 which provided significant investments in the main airports of the Brazilian network - benefiting the whole air network and reducing delays and cancellation rates to standards better than international references.
From the managerial point of view, private management brings many benefits since the airport sector is very dynamic and intensive in providing services, incorporating permanently new practices and technologies.
