Design, construction, equipment, installation, operation and maintenance of 1,200 electric transmission circuits running at 500 kilovolts from Ixtepec, Oaxaca, to Yautepec, Morelos. With this new line, 3,000 megawatts will be carried in order to conduct wind power generated in the Tehuantepec Isthmus.
The estimated investment for this project will be divided in two portions, with two types of parterships:
The first partnership will be a 25 year BOT (Build-Operate-Transfer) contract under a similar mechanism used for differed impact in expenditure projects (PIDIREGAS), through conditioned payments to the tender awardee, at a minimum price for each delivered milestone.
The second partnership will consist of the construction of alternating current transmission lines under a BLT (Build-Lease-Transfer) contract. The works will be transferred to a trust, until full payment from CFE.
This line will allow to reduce the technical power loses registered when using alternating current technology. This means that 82 megawatts will be used, which might get lost in a similar alternating current line.
CFE is in partnership with a private company for the construction of a high-voltage transmission line, (it will be an open bidding process for national and international participation), through a public-private partnership (PPP) under two modalities.
This milestone represents an additional estimated investment of USD 500 million.
The 3,000MW transmission line will consist of 15 works:
- 2 Converter stations
- 4 DC Feeders
- 7 substations
- 5 AC Transmission lines
- 1 DC Transmission Line

Direct Current works are awarded under a BOT model, where the winning contractor finances, builds, preserves, maintains, operates and rehabilitates the assets, and is obliged for a fixed term to offer certain capacity to CFE Carrier. CFE makes periodic payments to the developer, conditioned to the successful completion of the facilities and the delivery of the required capacity to CFE Carrier.
For Alternating Current works, the Contractor provides maintenance to the property until the works have been paid in full, and grants ownership, use and exploitation rights to CFE Carrier. Once the commercial operation has begun, CFE Carrier provides maintenance to the AC facilities, operates and exploits them, and pays to the contractor a fee in the terms and conditions established in the contract. CFE Carrier conserves, maintains, operates and rehabilitates AC assets.
The contractor shall:
- Develop and manage the previous activities, build, perform tests, and deploy the service and commercial operation of the transmission system.
- Operate, maintain and rehabilitate the direct current transmission system during the operation period.
- Transfer all rights, licenses, permits, authorizations and ownership of the direct current transmission system to CFE no later than the commercial operation date.
The Project was successfully reviewed by the “Comisión Intersecretarial de Gasto Público, Financiamiento y Desincorporación” in the session of August 2017.
